Educated at Oriel and Jesus Colleges, Oxford, Lloyd was ordained in 1646. In 1667 he published a work questioning the Catholic contribution to the royal cause during the civil wars. A rapid series of ecclesiastical promotions followed. In 1688 he was one of the seven bishops who signed a petition to King James II asking him to reconsider his policy of religious tolerance to Catholics.
