Appointed Bishop of Rochester in 1683, Turner was transferred to Ely the following year. Although an ally of King James II, Turner disapproved of the King's pro-Catholic stance. In 1688 he was one of seven Bishops who signed a petition to James asking to reconsider his Declaration of Indulgence, which granted freedom of worship to Catholics.
