Gaining experience in the early 1900s in the Electrical Tramways Company and Trussed Concrete Company, Williams became instrumental in introducing modern building materials like reinforced concrete in England during the period between the wars. He was knighted in 1923, having successfully acted as Chief Consulting Civil Engineer to the British Empire Exhibition in 1923. After World War II, Williams became largely responsible for developing the first plan for Britain's motorway system.
