Makins joined the Diplomatic Service in 1928. He served in various diplomatic positions in Washington between 1931 and 1956, culminating in the post of British Ambassador to the United States (1953-6). After his return from Washington he served as Joint Permanent Secretary to the Treasury and as Chairman of the United Kingdom Atomic Energy Authority.
