Born at Lossiemouth, the son of the Labour Prime Minister Ramsay MacDonald, he was a National Government MP 1936-45, holding ministerial posts as Colonial Secretary (1935 and 1938-40) and Minister for Health (1940-1). He was High Commissioner in Canada (1941-6), Governor-General of Malaya and Borneo (1946-8), and High Commissioner in India (1955-60).
