Chairman of a number of government committees, Wolfenden's name is inextricably linked with the Wolfenden Report on Homosexual Offences and Prostitution (1954-7), which resulted in the 1967 Sexual Offences Act. His association with this controversial act was ironic, since Wolfenden himself was traditionalist in his personal morality. As Chairman of the University Grants Committee, he presided over a doubling in national student numbers, before becoming director of the British Museum. He was created a life peer in 1974.
