Entered Parliament as a Liberal MP in 1902. When the Liberals formed a government in 1905, he became Under-Secretary at the Home Office. He held many government offices, including Home Secretary (twice), Chancellor of the Duchy of Lancaster (twice), and Postmaster General. In 1914, he proposed to the cabinet that Britain sponsor the establishment of a Jewish state in Palestine after the war. His advocacy for this cause was an important element in the Zionists' success.
