Phipps entered the Army in 1775. He rose rapidly and eventually reached the rank of general. He saw action in the American War of Independence and was stationed in the Caribbean. Elected as an MP in 1784, Phipps was a supporter of William Pitt's government; the two men became long-lasting friends and Pitt often turned to Phipps for guidance on military matters.
