Educated at Eton and at Cambridge University. He served in the Diplomatic Service from 1854 to 1864 in a number of countries before being dismissed for refusing a posting to Buenos Aires. In 1865 he was elected as a Liberal MP but lost his seat. He spent the next twelve years away from the House of Commons, gaining renown as a journalist, editor and publisher.
