Elected to the Irish parliament in 1692, he served in a succession of posts, making his mark as a diligent and skilful administrator. In 1702, he became Secretary of State for Ireland, shortly before being elected to the Westminster parliament. The following year he was appointed Chief Secretary to the new Lord Lieutenant of Ireland, the second Duke of Ormond, a post he held for ten years.
