Before the Crimea, Estcourt's military career was spent largely on garrison and expeditionary duties. He also sat as MP for Devizes between 1848 and 1852. In spite of having no experience of actual warfare, he was appointed adjutant-general to the Crimean expeditionary force in February 1854. He was one of the officers held by the public to be responsible for the sufferings of the British troops in the first winter in the Crimea but was strongly defended by Lord Raglan.
