Born into a Christian-Samurai class family in Hirosaki, Aomori in Japan, Chinda graduated with a BA (1881) and an MA (1884) from the DePauw University in Indiana, before returning to Japan and entering the foreign service. He served as Japanese Consul in San Francisco, California from 1890.
