Born into a Christian-Samurai class family in Hirosaki, Aomori in Japan, Chinda graduated with a BA (1881) and an MA (1884) from the DePauw University in Indiana, before returning to Japan and entering the foreign service. He served as Japanese Consul in San Francisco, California from 1890. Appointed first Japanese Minister Plenipotentiary to Brazil in 1897 when diplomatic relations were formed between the two countries.
