Initially Private Secretary to William Gladstone at the Board of Trade, he entered Parliament in 1855. He served as President of the Board of Trade, Secretary of State for India, and Chancellor of the Exchequer. He was jointly responsible for one of the best-known social reforms of the century, was a financier of note, and loyally served two great Tory leaders, William Gladstone and Benjamin Disraeli.
