Statesman; Assistant Secretary of State for Foreign Affairs (1918-19) and a creator of the League of Nations. A memorandum of 1916 written by Cecil was the basis for the League Covenant and he dominated discussions at the Peace Conference Commission on the League of Nations in 1919, later serving as President of the League of Nations Union (1923-45). He was awarded the Nobel Peace Prize in 1937.
