Plowden began his career working for C. Tennant, Sons & Co, a commodity brokers dealing with metals and chemicals, where he rose to become a director. After the Second World War, he was made Chief Planning Officer, based in the Cabinet Office, for the newly created Central Economic Planning Staff (CEPS) and the Economic Planning Board (EPB).
