Born in New York State and brought up in Inverness, McMillan began her career in Bradford, where she was known as the 'Labour Prophetess of the North'. A suffragist and a lifelong campaigner for nursery education and child health care, she succeeded in establishing medical inspections in elementary schools, pioneered with her sister Rachel, the first open-air nursery for disadvantaged children (1917).
