Talbot was the first warden of Keble College, Oxford; he presided over the college for eighteen years. In 1888, he was appointed vicar of Leeds, where he remained for six years before being appointed Bishop of Rochester. He completed the scheme started by his predecessors of dividing this large diocese into a more rural area around Rochester and the more urban South London.
