Appointed Chairman of the Commission for Racial Equality in January 2003 and Deputy Chairman of the London Assembly, Greater London Authority (2001-2002). Phillips first came to prominence as President of the National Union of Students (1978-80) before embarking on a career in broadcasting and journalism, notably as Editor and Presenter for the London Programme.
