Burrowes was a Protestant barrister and politician who was a zealous supporter of all the most important measures of reform, particularly religious emancipation, which would allow Catholics to become MPs. In 1798, along with thirteen other barristers, he mounted a public protest against Ireland's proposed union with Britain. He acted as the Radical Robert Emmett's lawyer in his famous 1803 trial for treason but was unsuccessful in saving him from execution.
