In the late eighteenth century there was a great programme of municipal improvements in Edinburgh. These were the subject of a squabble between local politicians when parts of the High Street needed to be lowered more than 5 feet to be made level. Kay's satire represents leading members of the Town Council, Orlando Hart, William Jamieson and Archibald McDowall, studying a plan of the proposed development.
