After studying at Trinity College, Cambridge, he joined the family drapery business. He was elected as a Liberal MP in 1868 and entered the Cabinet as War Secretary in 1886. He earned a reputation as an efficient political operator. In 1898 he became Leader of the House of Commons and the following year was elected Leader of the Liberal Party.
