Anglesey was appointed Lord Lieutenant of Ireland in 1828 at the height of the turmoil created by the Radical leader Daniel O'Connell. Determined to act impartially, he soon came to the conclusion that some kind of reform was necessary. His relations with members of O'Connell's Catholic Association prompted the King's demand for his recall.
