Elected Conservative MP in 1906, Charles Stewart joined the Air Council in 1919 as part of the post-war Coalition government. However, frustration at a lack of promotion led him in 1921 to join the government of Northern Ireland as Minister of Education. Returning to England, in 1931 Londonderry was appointed Secretary of State for Air with a seat in the Cabinet.
