Philanthropist and founder of the National Society for the Prevention of Cruelty to Children. Waugh began his work on behalf of neglected and ill-treated children while serving as a congregational minister in Greenwich. He helped to establish the London Society for the Prevention of Cruelty to Children in 1884, and worked to make its efforts nationwide over the following years.
