Fowler practiced as a solicitor before entering Parliament as a Liberal MP in 1880. He held various government posts including Secretary to the Treasury, President of the Local Government Board and Secretary of State for India. He employed his noted speaking skills on behalf of the first Irish Home Rule Bill, and was responsible for success of the 1894 Local Government Act.
