William Pakenham entered the Royal Navy in 1874. He rose through the ranks and by 1914 had been promoted to Rear-Admiral. He was given command of the 3rd Cruiser Squadron, and was Commander-in-Chief of the Battle Cruiser Fleet during the Battle of Jutland. He retained this post until the end of the war. Having been promoted to Vice-Admiral in 1918 Pakenham subsequently served as President of the Royal Naval College from 1919-20 and then as Commander-in-Chief in the North Atlantic and West Indies.
