Born Nandshankar Mehta, Mehta was educated at the prestigious Elphinstone College, Bombay. He was Professor of Logic and Philosophy and Lecturer in Law at Baroda College from 1891-1899, before he took a position as the Private Secretary to Maharaja Gaekwad of Baroda state in 1899, kickstarting his political career. Ganga Singh, Maharaja of Bikaner made Mehta the first Prime Minister of the Bikaner and Chief Councillor of Bikaner state in 1927.
