New-Zealand-born Low produced over 14,000 drawings. He created a number of memorable comic characters, including Colonel Blimp, the TUC carthorse, Musso the pup, and the Coalition Ass. He published his first cartoon strip at the age of eleven. In 1908 he was appointed political cartoonist of the New Zealand Spectator and a year later he joined the Sydney Bulletin.
