Casement was the son of an Irish Protestant father and a Catholic mother and grew up in County Antrim and Liverpool. He became a distinguished member of the British Consular Service. As British Consul at Boma, capital of the Belgian controlled Congo, in 1903 he had written a memorandum to the Foreign Secretary, which revealed the horrors of exploitation in the rubber collecting industry.
