Part of a set of more than twenty pastels of the principal participants at the Congress of Cambrai which met in 1721 to maintain the peace of Europe and broke up in 1725. The set was probably commissioned by Lord Polworth (later 2nd Earl of Marchmont), co-plenipotentiary with Lord Whitworth at Congress.
