After winning a first in modern history, gained a research fellowship at Corpus, and published Public Order And Popular Disturbances, 1660-1714, in 1938. He saw wartime service in the Royal Corps of Signals but, invalided, he resumed an appointment as assistant lecturer in history at Manchester. In 1946 he was appointed Nuffield Reader in Comparative Study of Institutions at Oxford University.
