Born in Belfast, Fraser was educated at the Royal Academical Institution and Queen's University, becoming a consultant at the Royal Belfast Hospital for Sick Children in 1927. Fraser volunteered in 1939 to serve in the Royal Army Medical Corps (RAMC). In 1942 he was recalled to head a team under the control of the Medical Research Council and the RAMC to test the efficacy of the new drug penicillin in battlefield conditions.
