Hailey's early career in India was spent as the first Colonisation Officer of the Lower Jhelum Canal Colony, Shahpur district, where he was responsible for surveying, siting the town that became Sargodha, setting up a seed farm and other activities involved in founding a new society. He served as Governor of the Punjab region from 1924 to 1928, when he was appointed Governor of the United Provinces (later Uttar Pradesh).
