The subject has been suggested to be William Jackson, Commissioner for Excise, though it may simply have been intended as a generalised satire. The same figure, but depicted half-length and in an oval, appears in a watercolour and was engraved in mezzotint and published by Carington Bowles, 1 December 1792. It is typical of the numerous designs for 'droll' mezzotints which Robert Dighton produced for this publisher.
