Public servant; Permanent Secretary to Ministry of Education (1945-52) and Ministry of Fuel and Power (1952-9); British High Commissioner (1959-61) and subsequently British Ambassador to the new republic (1961-3) in South Africa. He is best known as the Chairman of the Royal Commission on English Local Government (1966-9) which re-drew the county boundaries.
