Born in Switzerland, Fox’s pioneering schemes transformed the legal, social and educational systems and services for mental health. After obtaining a second-class honours in modern history from Somerville College Oxford in 1898, Fox trained at the Women’s University Settlement in Southwark, London, where she focused her work on families with special educational needs. The Mental Deficiency Act of 1913 acted as a springboard for Fox to implement her research and practice by founding the National Association for Mental Health.
