Born in Dublin, in 1835 he moved to London to study at the Royal Academy schools. He first exhibited in 1839, and from then on was much in demand for his sculpture. In 1844 Foley was chosen, along with Calder Marshall and John Bell, to produce sculptures for the decoration of the Houses of Parliament. In 1849 he was made an associate, and in 1858 a member, of the Royal Academy.
