Harris started his career at his father's coal and shipping firm Harris and Dixon, before entering Parliament in 1900. With an interest in shipping and trade, he sat on the Tariff reform commission, and during World War I, joined the trade division of the Admiralty. Harris's career was badly damaged by scandals in 1918 regarding both himself and his wife, and he did not stand for re-election later that year.
