Salisbury was the eldest son of the Prime Minister, Robert Gascoyne-Cecil, 3rd Marquess of Salisbury. He followed his father into Parliament in 1885 and held Rochester as a Conservative MP (1893-1903), before entering the House of Lords. After the First World War he took an active role in reconstruction and served in the Conservative cabinets of 1923 and 1924. He was Leader of the House of Lords, 1925-31.
