Assistant Bishop of the Lagos Diocese in Nigeria from 1933. Howells was educated at the Training Institution, Lagos and the Fourah Bay College, Sierra Leone and received a BA and Licentiate in Theology in 1893. Howells became a deacon in 1897 and a priest in 1899. His term as Pastor of St John's Church, Aroyla,1902-18 was followed as First Vicar Of Christ Church Pro-Cathedral,1919.
