Politician and colonial administrator; born in Country Cork, he trained in surgery and medicine before moving to London in 1855, becoming a Conservative member of Parliament for King's County (1859-1865); between 1867 and 1889 he held a succession of governorships in British colonies and served, not without controversy, as the 8th Governor of Hong Kong (1877-1882)
