The Church of Scotland comprised two distinct parties. Webster was a leader of the conservative Popular Party, in opposition to the more liberal and progressive faction, the Moderates. His congregation at the Tolbooth church consisted of strictly disciplined Presbyterians, to whom he preached evangelical sermons such as Supernatural Religion the Only Sure Hope of Sinners.
