Son of Kazi Ibrahim. Shahabudin was educated at the Poona College of Engineering (Poona, India). He became Secretary to the Council of Regency at Bhuj Cutch and later Minister at Cutch, a position he resigned from. He was sent to England on behalf of the Rao of Cutch in 1869 where he served as Secretary of the East India Association in London for 3 years.
