An important politician, Bennet was appointed Secretary of State at the Restoration, and led the opposition to the Earl of Clarendon in the Council. He later became the dominant figure in the so-called 'Cabal' ministry, and was privy to the secret part of the Treaty of Dover, made in 1670 between Charles II and Louis XIV.
