Born in Nova Scotia, Hudgell travelled extensively as a child while accompanying her family on missionary expeditions. Hudgell became a Harley Street physician and worked at the Hospital for Women in London, founded by Elizabeth Garrett Anderson. The Prison Commissioner recommended Hudgell's appointment to Medical Officer at Holloway Prison in 1919, following demands by campaigners for female doctors to treat female prisoners.
