Ordained as a priest in 1778, Cornewall was promoted rapidly and in 1797 was consecrated Bishop of Bristol. He became Bishop of Hereford, a wealthier bishopric than Bristol, in 1803. In 1805 he deputised for Richard Hurd, the elderly Bishop of Worcester, on a confirmation tour. Following Hurd's death, Cornewall was nominated to succeed him.
