While at Trinity College, Cambridge, Milnes joined the progressive Apostles Club, which included the poets Alfred Tennyson and Arthur Henry Hallam. Milnes entered Parliament as an MP in 1837 and was actively involved in issues of copyright and the establishment of juvenile reformatories. He was made a peer in 1863.
