Manners entered parliament as a Tory MP in 1841. He was a leading figure in the Young England movement that was led by Benjamin Disraeli. This idealistic movement asserted the need for a social politics, led by a regenerated aristocracy. Manners was an unswerving supporter of Disraeli, and acted as his counsellor on public affairs and political tactics.
