Born in Trinidad, Barrow qualified as a teacher and came to England in 1959 for further study. As a teacher working primarily in deprived areas of London in the 1960s, she pioneered multicultural education. She was a founding member and General Secretary of the Campaign Against Racial Discrimination (CARD), the organisation responsible for the Race Relations Act of 1968.
