An arch-conservative, Toler was the first member of the Irish administration to lose his job under Lord Lieutenant Fitzwilliam's liberal three-week rule in 1796. He was reappointed Attorney-General in 1798 and in this role conducted the prosecution of those involved in the 1798 Rebellion with notorious severity. He was promoted to Chief-Justice and presided at the famous trial of the rebel Robert Emmett. He was the sworn enemy of the Radical leader Daniel O'Connell whose campaigning finally secured Toler's resignation.
